Statewide single- use bag fee went into effect on January 1, 2023, for all single-use paper and plastic bags distributed at the point of sale for large retailers.
Beginning on January 1, 2024, the bag fee will remain in place for single-use paper bags. Single- use plastic bags will be banned at large retailers, along with foam polystyrene (commonly referred to as Styrofoam™) takeout containers and cups at retail food establishments.
Businesses required to charge single-use bag fees: Please send a copy of this year's bag fee remittance form (click below), along with your payment for quarterly bag fees, to:

What businesses need to charge bag fees and stop selling plastic bags?
Large Retailers (defined as having more than three locations in Colorado OR having one or more locations outside of Colorado) may include grocery stores, convenience stores, liquor stores, pharmacies, and drug stores.
What businesses need to stop using poystyrene (also known as Styrofoam™)?
Retail Food Establishments (defined as businesses that prepare or package food for consumption either directly or through a delivery service, and that can be eaten on or off the premises of the business) includes restaurants, fast food establishments, cafeterias, and schools.
