Refuse includes ashes, trash, waste, rubbish, garbage or other discarded material, and shall be deemed to include but not be limited to leaves, grass, limbs, weeds, trimmings, cans, bottles, rags, paper, boxes and any other matter ordinarily discarded in or about dwelling houses, commercial establishments or industrial sites.

Refuse hauler means any person who, for consideration, collects or hauls, or causes to be collected or hauled, any refuse over any street, alley or other public place in the City.
